南京都市圈跨界河湖联合河湖长制创新研究

Innovation in cross-border river governance of Nanjing metropolitan area

为提高跨界河湖治理的效果,以南京都市圈为背景,实地调研了现有的河长制属地负责模式,提出了跨界河湖联合会商、信息共享、协同治理和联合执法等联合河湖长制的新工作模式及创新机制。结果表明:在南京都市圈实际应用中,新模式促进了各方合作,有效解决了跨界问题。相比传统模式,联合河湖长制治理效率更高;通过联合会商和信息共享,各方能更高效协调行动;协同治理和联合执法机制则确保了措施的一致性和有效执行。研究成果为跨界河湖的长期健康治理提供了有效手段,为其他区域的类似治理工作提供了重要参考。

In order to improve the effectiveness of transboundary river and lake governance,taking Nanjing metropolitan area as field research on the existing territorial responsibility model of the river chief system,and new working models and innovative mechanisms of the joint river and lake governance system were proposed,such as transboundary river and lake consultation,information sharing,collaborative governance,joint enforcement,etc.The results showed that comparing with the traditional model,joint river and lake governance had a higher efficiency,and through consultation and information sharing,parties can coordinate their actions more efficiently.The mechanism of joint management and joint law enforcement ensured the consistency and effective implementation of the measures.The research results can play an effective tool for the long-term and healthy management of transboundary rivers and lakes,and provide an important reference for the similar management in other regions.
