摘要
新能源汽车推广应用于城市建设是推动中国生态文明建设的重要举措,节能减排、污染治理是其设立的主要目标。本文基于2003-2019年中国280个地级市的面板数据,运用双重差分法,探讨了新能源汽车推广政策对环境污染的治理效应及内在机理。结果表明:一是新能源汽车推广应用城市建设显著减少了以工业二氧化硫和工业废水为代表的污染排放。二是中介机制分析表明,新能源汽车推广应用城市建设时通过技术创新降低了环境污染。三是新能源汽车推广应用在城市经济发展水平方面存在异质性,新能源汽车推广应用的减排效应在较高经济发展水平城市中更为明显。本文的研究结果为进一步推进新能源汽车推广、改善城市生态环境提供了实证支撑和理论依据。
The promotion and application of new energy vehicles in urban construction is an important mea-sure to promote the construction of ecological civilization in China.Energy conservation,emission reduc-tion and pollution control are the main objectives of its establishment.Based on the panel data of 280 prefecture-level cities in China from 2003 to 2019,this paper uses the difference-in-differences method to explore the effect and internal mechanism of the new energy vehicle promotion policy on environmental pollu-tion control.The results show that:first,the promotion and application of new energy vehicles in urban con-struction significantly reduce pollution emissions represented by industrial sulfur dioxide and industrial wastewater.Secondly,the analysis of the intermediary mechanism shows that the promotion and application of new energy vehicles in urban construction can reduce environmental pollution through technological innova-tion.Thirdly,there is heterogeneity in the promotion and application of new energy vehicles in terms of ur-ban economic level.The emission reduction effect of the promotion and application of new energy vehicles is more obvious in cities with higher economic development levels.The research results of this paper provide empirical support and theoretical basis for further promoting the promotion of new energy vehicles and im-proving the urban ecological environment.
