新能源技术创新平台建设问题

Study on the Construction of Innovation Platforms of New Energy Technology

摘要 在“双碳”目标背景下,应积极抢抓新能源产业发展重大机遇,大力实施创新驱动发展战略,以企业为主体、市场为导向、产业为核心,着力构建以创新链、产业链、资金链、政策链相互支撑的创新体系。文章首先概述了建设新能源技术创新平台的意义,并详细阐述了新能源技术创新平台建设目标及重点内容,分析了新能源技术创新平台业务架构,进而总结了新能源技术创新平台建设和试运行期间存在的问题:缺乏相应的考核机制、激励机制和竞争机制;平台运行经费保障能力有限;人才队伍建设有待加强。针对问题提出加强平台建设的顶层设计,完善平台运行机制;保障平台运行经费;加强人才队伍等具体对策建议。 In the context of“carbon peaking and carbon neutrality”goal,relevant parties should seize the unprecedented opportunities for new energy industry by vigorously implementing the strategy of innovation-driven development and striving to build a market-oriented system for technological innovation,in which enterprises and industry plays the leading role and core respectively,and which combines the efforts of innovation chain,industry chain,capital chain and policy chain.In view of this,the article firstly outlines the significance of building an innovation platform for new energy technology,and elaborates on the objectives,business architecture and key contents of the initiative,and then summarizes the prominent issues that exist during the construction and trial operation,namely,the lack of corresponding assessment,incentive and competition mechanisms;insufficient funding;shortage of talent team.In response to these issues,suggestions are proposed in terms of strengthening top-level design to perfect operation mechanism,guaranteeing operation funds and cultivating more talents.
