摘要
随着人工智能(AI)在环境保护和治理中的应用日益增多,其潜在的技术风险和挑战也逐渐显现。文章深入探讨了AI目前在环境治理领域的应用,重点分析了AI在该领域的应用中显现出的算法缺陷和技术风险、数据偏差、辅助决策责任转嫁风险以及环境技术门槛降低带来的主体对立风险,并揭示了AI技术在环境法律监督中的限制和可能存在的负面影响,重点提出了改进算法设计、增强AI系统的应急处理能力,减少数据偏差、提高数据质量,明确辅助决策的责任归属、提高决策透明度,增强算法透明度,完善法律框架和提高公众意识等优化AI应用的具体策略。
With the extensive application of AI in environmental protection and governance,its potential technical risks and challenges have gradually emerged.In this context,the article explores the current application of AI in environmental governance,with a focus on expounding the algorithmic defects and technical risks,data biases,transfer of responsibilities of assisted decision-making,and the risk of subject antagonism triggered by the lowering of the thresholds of environmental technology.It also reveals the limitations and potential negative impacts of AI in the supervision of environmental law.In response to this,several strategies are proposed in terms of perfecting algorithm design,enhancing the emergency response capabilities of AI systems,reducing data bias and improving data quality,clarifying the responsibility attribution of assisted decision-making,improving decision-making transparency,boosting algorithm transparency,upgrading legal frameworks and raising public awareness.
