市域产教联合体是以产业资源和教育资源都非常丰富的产业园区为依托,由地方政府、产业园区、企业、学校和科研机构等利益相关者通过产教融合等实践活动,形成的培养人才、创新创业、促进产业经济高质量发展的命运共同体。在市域产教联合体中,各利益相关方居于不同的位置,资源禀赋各异,它们具有资源互补、价值共享的天然优势,能在产教联合体内形成逻辑自洽的功能框架。通过设计人才互聘机制、人才共培机制和共性技术服务机制,形成市域产教联合体的高效运行机制,推动市域产教联合体科学、高效地运行,从而实现培养人才、创新创业、促进产业经济高质量发展的功能。

The municipal industry education consortium is a community with a shared future that re⁃lies on industrial parks with abundant industrial and educational resources.It is formed by local govern⁃ments,industrial parks,enterprises,schools,and research institutions through practical activities such as in⁃dustry education integration to cultivate talents,innovation and entrepreneurship,and promote high-quality development of the industry.In the municipal industry-education consortium,each stakeholder lives in dif⁃ferent positions and has different resource endowments.They have the natural advantages of complementary resources and value sharing,and can form a logical and self-consistent functional framework in the indus⁃try-education consortium.We can form an efficient operation mechanism of the municipal industry-educa⁃tion consortium through the design of talent mutual employment mechanism,talent co-cultivation mecha⁃nism and common technology service mechanism,and thus achieve the functions of cultivating talents,inno⁃vation and entrepreneurship,and promoting high-quality development of the industrial economy.
