政策工具视角下我国高等职业教育分类考试政策研究——基于47份省级政策文本的分析

摘要 省级政府统筹管理的分类考试招生制度已经成为高等职业教育人才选拔的主渠道,是构建职教高考制度的现实基础。通过构建政策工具、政策要素和利益相关者三维分析框架,运用内容分析法对47份省级分类考试政策文本进行分析。研究发现,省级分类考试政策存在政策工具整体配置结构不均衡、政策工具与政策要素配置契合度不高、对紧密型利益相关者政策供给不均衡等问题。建议进一步优化分类考试政策工具使用结构、调节政策工具与分类考试政策要素契合度、平衡不同利益相关者政策供给。 The classification examination and enrollment system managed by the provincial govern⁃ment has become the main channel for selecting talents in higher vocational education,which is the realistic foundation for constructing the vocational education college entrance examination system.By constructing a three-dimensional analytical framework of policy tools,policy elements and stakeholders,47 provincial classified examination policy texts are analyzed by using the content analysis method.It is found that the provincial categorized examination policy has the problems of unbalanced structure of the overall configura⁃tion of policy tools,unbalanced fit between the configuration of policy tools and policy elements,and unbal⁃anced policy supply to close stakeholders.Therefore,it is recommended to further optimize the structure of the use of classified examination policy tools,adjust the degree of fit between policy tools and classified ex⁃amination policy elements,and balance the policy supply to different stakeholders.
