北京地区基层医疗卫生信息互联互通与数据共享现状分析研究

Analysis and Research on the Current Situation of Primary Medical and Health InformationInterconnection and Data Sharing in Beijing

在北京市已建成的基层医疗卫生信息平台基础上,面向北京市、16区就基层医疗卫生信息互联互通、业务协同、数据共享三方面进行问卷及实地调研,发现各区基层医疗机构、区级、市级、国家基层平台之间、市级基层平台与垂直公卫系统、各区双向转诊与医联体、健康档案与电子病历等基层信息互联互通方面均取得了一定成效,但依旧存在基层机构接入不全面、跨行政区基层健康信息互联互通存在制约、缺乏数据共享机制等问题,并针对存在的问题提出对策建议,为北京地区基层医疗卫生信息互联互通工作的优化提供借鉴。

Based on the established primary medical and health information platform in Beijing,we conduct questionnaires and onthe-spot research on the interconnection of primary medical and health information,business collaboration and data sharing in Beijing and 16 districts.It is found that some achievements have been made such as the interconnection of primary information between the primary medical institutions in each district,district,municipal and national primary platforms,municipal primary platform and vertical public health systems,two-way referral and medical consortium in each district,health records and electronic medical records.However,there are still some problems,such as incomplete access of primary institutions,constraints on the interconnection of primary health information across administrative regions,lack of data sharing mechanism.Aiming at these problems,this paper puts forward countermeasures and suggestions,to provide reference for the optimization of primary medical and health information interconnection in Beijing.
