防止“灯下黑”:破解“谁来监督纪委”难题的思考与探索

如何对监督者实施监督是一个世界性的难题。党的十八大以来,习近平总书记一再强调加强对纪检监察机关和人员的监督,多次提出“谁来监督纪委”的问题,要求防止“灯下黑”。纪检监察机关不是天然的“保险箱”,纪检监察人员并不具有天生的“免疫力”。严格监督纪检监察人员,面临少数纪检监察人员廉洁从政、秉公用权思想树得不牢,一些违纪违法分子想方设法拉拢腐蚀纪检监察人员,纪检监察机关内控机制不够健全,纪检监察人员违纪违法隐蔽性较强,外界对监督纪检监察人员缺乏专业知识和信息支撑等难题。应着重围绕抓实廉政教育、完善内控机制、拓展外部监督、从严执纪问责等方面对症下药、综合施策,坚持把监督挺在前面,防止纪检监察人员以权谋私、违纪违法,确保反腐惩恶的“利剑”永不蒙尘。
