政府创新补贴、知识存量与企业研发投入——基于研发活动不确定性的分析与检验 被引量:2

摘要 对于政府创新补贴如何影响企业研发投入这一经典问题,学界一直存在争议。本文在企业创新存在不确定性的前提下,建立了政府创新补贴影响企业研发投入的模型,具体分析了内在影响机制。研究发现,政府创新补贴对企业研发投入的影响存在从挤出效应转变为激励效应的知识存量“门槛”:知识存量较低时,政府创新补贴挤出企业研发投入;知识存量较高时,政府创新补贴对企业研发投入有激励效应。本文基于工业企业数据和企业创新调查数据进行实证检验,验证了理论模型的结果。从门槛值分布来看,大部分情况下政府扶持补助能够促进企业的创新活动;企业的技术水平越高,知识存量的门槛值越小。 There has been controversy in academia about how government innovation subsidies affect firms'R&D in-vestment.In this paper,we develop a model of government innovation subsidies'impact on firms'R&D investment under the premise that there is uncertainty in firms innovation,and analyse the intrinsic impact mechanism.It is found that there is a"threshold"of knowledge stock for government innovation subsidies to change from a crowding-out effect to an incentive effect on enterprises'R&D investment.The results of the theoretical model were verified by an empirical test based on in-dustrial enterprise data and enterprise innovation survey data.In terms of the distribution of thresholds,government support subsidies can promote the innovation activities of enterprises in most cases;the higher the technological level of the enter-prise,the smaller the threshold value of knowledge stock.
