以战略需求为牵引 推进国家安全学理论体系建设发展

Building a Theoretical System for National Security Studies to Meet China’s Strategic Needs

理论体系建设对于推动国家安全学这一贯彻总体国家安全观的综合性、交叉性支撑学科的创新发展具有基础性的重要意义。国家安全问题所具有的鲜明政治属性和战略属性,在理论研究中必须充分反映出来。学科理论体系建设可遵循“立意高远、优先急需、持续递进、固本强基”原则,依托现有理论储备,以做专基础理论为根本,以做强应用理论为急需,以做通前沿理论为拓展,以做深决策咨询为牵引检验,综合统筹逐步构建起具有“高、实、精、深”特色的理论体系。理论研究要聚焦维护国家安全所面临的重大难题和挑战,为国家长治久安提供理论支撑和前行智慧。为此必须坚持内涵式发展的基本方向,创新科研组织方式,重塑科研力量形态,不断丰富研究方法,拓宽学科理论发展创新的有效途径。

Theoretical system building is of fundamental importance for innovatively developing national security studies,a comprehensive,interdisciplinary academic field and one of the supporting disciplines guided by a holistic approach to national security.The distinct political and strategic attributes of national security issues must be fully reflected in relevant theoretical studies.Theoretical system building in this field should follow the principle of“aiming high,prioritizing urgent needs,phasing in,and consolidating foundations.”Furthermore,a comprehensive and coordinated approach should be adopted to gradually establish a“high,solid,refined,and deep”theoretical system,which will be built on the basis of existing theories,specialize in foundational theories,take strengthening applied theories as its urgent task,expand its frontier through leading theories,and be guided and tested by policy consultation performance.Theoretical studies should concentrate on the major difficulties and challenges facing national security,in order to provide theoretical support and wisdom for China’s long-term stability.To this end,we must bring out the full potential of this discipline in the course of theoretical system building,innovating the way we organize scientific research,reshaping the form of scientific research resources,enriching research methodologies,and thus broadening the effective pathways for theoretical development and innovation.
