共同富裕视域下南北区域协调发展研究

Coordinated Development Between the Northern and Southern Regions of China From the Perspective of Common Prosperity

全体人民共同富裕是中国式现代化的本质特征,区域协调发展对于促进全体人民共同富裕取得更为明显的实质性进展具有重大意义,区域协调发展是实现共同富裕的必然要求,推动区域协调发展是实现高质量发展的必由之路,是实现中国式现代化的关键支撑,能从根本上破解区域发展不平衡不充分问题。然而由于地理区位、发展基础和资源禀赋等多种因素的制约,南北区域发展不协调问题越来越严重,致使发展成果无法惠及全体人民。本文基于共同富裕视角,在系统梳理区域协调发展相关文献的基础上,分析了南北区域协调发展对实现共同富裕的重大意义,探寻南北区域发展不协调的表现及成因,并提出共同富裕视域下南北区域协调发展的策略选择。本文的分析对于促进南北区域优势互补、互利互惠,统筹区域发展,着力构建区域协同发展新格局,促进全体人民共同富裕取得更为明显的实质性进展具有重大意义。

To basically achieve common prosperity for all by the middle of the 21st century is the Second Centenary Goal set by the 19th CPC National Congress.Promoting coordinated development between the northern and southern regions of China is an inevitable requirement of coordinated development in the new development pattern,and is of great significance to promoting common prosperity.However,due to factors such as geographical location,development foundation,and resource endowment,the problem of uncoordinated development between the northern and southern regions of China has become more and more prominent,resulting in the failure of development to benefit all people.Guided by the goal of common prosperity,this paper explores the causes of the disharmony between the northern and southern regions and puts forward corresponding improvement strategies to promote the realization of common prosperity.This paper comprehensively reviews and analyzes existing literature,systematically and comprehensively summarizes and concludes China’s regional development model,the basis for north⁃south regional division and the judgment indicators of development gap.At the same time,it sorts out the reasons for its unbalanced development,laying a solid foundation for following research.The dialectical relationship between the coordinated development of the northern and southern regions of China and the common prosperity is analyzed at the theoretical level.At the practical level,this paper uses the annual data from the National Bureau of Statistics of China to calculate the GDP of northern and southern regions,GDP per capita and resident population and other relevant data.The analysis of 2000—2022 data shows that the north⁃south regional gap in the economic growth rate,economic increment and GDP per capita has gradually expanded,and the factor of permanent population has made the north⁃south regional imbalance worse.Further,from the aspects of scientific and technological innovation,open economy and economic system reform,this paper analyzes the causes of the north⁃south regional imbalance.In order to curb the worsening imbalance between the northern and southern regions of China and make substantial progress in promoting common prosperity,the strategic suggestions are put forward.To a certain extent,this paper reveals the internal logic and causes of the unbalanced coordinated development between the northern and southern regions of China from the perspective of common prosperity,which is helpful to explore specific measures to promote coordinated development between regions under the new development pattern,promote the formation of a new regional economic pattern with complementary advantages and high⁃quality development,and make suggestions for substantive progress of common prosperity.
