摘要
受教育权是我国宪法规定的基本权利。自西藏和平解放后,中国共产党积极致力于保护西藏少数民族女性受教育权,其成功经验集中在形成了符合不同发展阶段特征的女性受教育权政策导向,建构了以宪法为总纲、以教育立法为基石,以特殊立法为助力的法律保障体系,并实施了央地协同性的保障行动和社会公益性的保障项目;其主要成效体现在西藏教育事业整体快速发展,女性受教育情况明显改善,女性社会价值日益凸显。西藏女性受教育权保障是一项具有全局性、战略性和复杂性的整体工程,今后要坚持党对西藏人权事业的领导,推进西藏经济走高质量发展道路,增强受教育权法治建设力度,推动西藏女性教育事业有序发展,筑牢西藏女性教育保护的文化根基,以保障西藏少数民族女性受教育权的全方位落实。
The right to education is a fundamental right stipulated in China's Constitution.Since the peace and harmony in Tibet,the Communist Party of China has been actively committed to protecting the right to education of ethnic minority women in Tibet.Its successful experience mainly focuses on forming a policy orientation for women's right to education that conforms to the characteristics of different development stages,constructing a legal guarantee system with the Constitution as the general principle,educational legislation as the cornerstone,and special legislation as the auxiliary,and implementing coordinated guarantee actions and social welfare guarantee projects.Its main results are reflected in the rapid development of the overall education in Tibet,the significant improvement of women's education,and the increasingly prominent social value of women.In the future,it is necessary to uphold the Party's leadership over Tibet's human rights cause,promote the high-quality development of Tibet's economy,strengthen the construction of the rule of law for the right to education,promote the orderly development of women's education in Tibet,and forge a solid cultural foundation for the protection of women's education in Tibet,so as to ensure the all-round implementation of the right to education of ethnic minority women.
