中国国家统一既包括两岸法律形式上的统一,也包括统一后的有效管治及融合。“一国两制”香港经验主要表现为我国将长期与祖国隔绝的香港地区重新纳入国家治理体系后,在香港地区地方治理实践中取得的独特成果。其核心在于,以“地方行政区域”为基础,以“地方治理”为主轴。“一国两制”在香港地区的成功实践,丰富和发展了国家治理理论,为我们解决台湾问题提供了重要镜鉴。因此,借鉴“一国两制”香港经验,探索“两制”台湾方案,必须明确台湾地区是我国的一个地方行政区域,应确保爱国者在“地方事权”范畴内主导台湾地区治理,并以“一国”为前提构建统一后治理台湾地区的基本制度。

China's national reunification includes not only the formality of unification,but also the effective governance and integration after reunification.The successful experience of"One Country,Two Systems"in Hong Kong is mainly manifested in the unique achievements in Hong Kong's local governance after Hong Kong region,which had been isolated from the motherland for a long time,had been re-integrated into China's national governance system.The core is to make"local administrative region"as the basis and"local governance"as the main axis.The success of the practice of"One Country,Two Systems"in Hong Kong region has enriched and developed the theory on national governance and provided us with an important reference for resolving the Taiwan question.Therefore,to learn from the successful experience of"One Country,Two Systems"in Hong Kong region and explore the"One Country,Two Systems"solution to Taiwan region,we must make it clear that Taiwan region is a local administrative region of China,ensure patriots govern Taiwan region within the scope of"local affairs"and establish a basic system for governing Taiwan region after reunification under the"One Country"principle.
