城市社区基层党组织组织力提升的机制建构

The Mechanism Construction of Promoting Organizational Capacity of the Grass-roots Party Organizations at the Urban Community Level

社区治理现代化以及治理效能的提升,很大程度上取决于基层党组织的组织力建设水平。对城市社区基层党组织组织力的提升进行研究,既是新时代党中央对加强基层党组织建设任务的细化落实,又是推动城市社区党建与社区治理现代化的应然举措。在对陕西省西安市内9个不同类型的社区1099名社区居民进行问卷调查和32名社区党员干部及居民进行深度访谈的基础上,主要从提升主体的培育、提升内容的建构、多元化提升方式的构建、提升环境的营造、提升反馈机制的建构五个方面,阐述了城市社区基层党组织组织力提升的有效路径。

The modernization of community governance and the promotion of governance efficiency largely depend on organizational capacity construction of grass-roots party organizations.To study the enhancement of the organizational strength of the Party organizations at the community level is both the implementation of the Central Committee's task of strengthening the construction of grass-roots Party organizations in the new era and the necessary measure to promote the urban Party construction as well as the modernization of community governance in Xi'an.Based on a questionnaire survey of 1099 community residents in 9 different types of communities in Xi'an and in-depth interviews with 32 community Party members,cadres and residents,this paper expounds the effective ways to enhance the organizational capacity of the grass-roots Party organizations in Xi'an communities from five aspects:the promotion of the cultivation of main body,the promotion of the content construction,the construction of diversified ways of promotion,the promotion of environment construction,and the promotion of feedback mechanism construction.
