Research on the digital transformation of scientific and technological innovation governance capability in Jiangsu province

科技创新活动具有主体众多、业务广泛、协调难度大、效率效益难以兼顾等特点,数字化有助于全面提升科技创新治理能力,有效推动科技创新治理工作的信息化、统一化、标准化、便捷化,在宏观或区域范围内对研发创新存在的市场失灵予以纠正,将有限的科技资源合理配置到符合国家、省战略要求的重点和关键领域。文章梳理了社会治理数字化转型的发展趋势,调研了交通、能源、信息网络、健康医疗等重点领域科技创新治理实践成效,剖析了科技创新治理能力数字化建设的基本格局、结构特征与关键着力点,总结提出了统一思想认识、健全推进机制、落实经费保障、夯实数字底座、强化人才支撑等对策建议。

Technological innovation activities have the characteristics of numerous entities,extensive business scope,difficulty in coordination,and difficulty in balancing efficiency and benefits.Digitalization helps to comprehensively improve the governance capacity of scientific and technological innovation,and effectively promote the informatization,unification,standardization,and convenience of technological innovation governance work,correct market failures in R&D innovation at a macro or regional level,and allocate limited scientific and technological resources reasonably to meet the key areas that required by the national and provincial strategy.This article outlines the development trend of digital transformation in social governance,investigates the effectiveness of scientific and technological innovation governance practices in key areas such as transportation,energy,information networks,and healthcare,analyzes the basic pattern,structural characteristics,and key focus points of digital construction of scientific and technological innovation governance capabilities,and summarizes and proposes countermeasures and suggestions such as unified ideological understanding,sound promotion mechanisms,implementation of funding guarantees,strengthening of digital foundations,and strengthening talent support.
