摘要
文章通过分析浙江丽水某基层公立医院专利授权和转化情况,找出医院专利成果转化体系中存在的问题,提出基层公立医院专利成果转化体系的优化路径研究。文章梳理了某基层医院2012年1月1日—2022年12月31日期间授权专利数量和类型的构成以及2012年1月1日—2023年9月1日期间专利转化情况,采用描述性分析法得出该医院专利成果转化体系存在的问题。结果表明,医院专利成果转化体系存在缺少必要的专利事前审查机制、参与专利转化的人数严重不足、成果转化在评价体系中的占比不高、缺少整体统筹与规划、专利整体流程不规范等问题。医院可从构建专利事前全面审查机制、完善医院科技成果转化制度、成立医院成果转化部、加强科技成果转化平台的使用等4个方面完成医院专利成果转化体系的优化。
By analysing the patent authorization and transformation of a public hospital in Lishui,Zhejiang province,we find out the problems in the transformation system of the hospital’s patent achievements,and put forward the optimization path of the transformation system of the patent achievements of grassroots public hospitals.The number of granted patents,the composition of granted patents and the transformation of patents for the period from 1 January 2012 to 31 December 2022 in a public hospital are analyzed.The descriptive analysis method was used to find out the problems of the patent achievement transformation system of the hospital.The patent achievement transformation system of the hospital has the following problems:lack of necessary prior patent review mechanism,the number of people involved in patent transformation is seriously insufficient,the proportion of achievement transformation in the evaluation system is not high,lack of overall co-ordination and planning,and the overall process of patents is not standardised.Hospitals can complete the research on the optimisation path of the hospital’s patent achievement transformation system in four aspects:constructing a comprehensive review mechanism beforehand,improving the hospital’s scientific and technological achievement transformation system,setting up the hospital’s achievement transformation department,and strengthening the use of the scientific and technological achievement transformation platform.
