摘要
针对油品销售企业安全生产标准化建设过程与HSE体系工作重复和落地困难的问题,从优化顶层架构、领导引领、安全文化建设、全员宣贯培训、自审自查等方面提出了相应解决措施。通过建设双体系一体化对标融合,实现双循环运转,在为基层减轻工作负担的同时,提升了安全管理效能,降低了管理成本,促进了安全管理水平的提升。
In view of the problems of repeated work and difficult implementation of HSE system in the process of safety production standardization construction in oil sales enterprises,the corresponding solutions were put forward from the aspects of optimizing the top-level structure,leadership guidance,safety culture construction,all staff publicity and training,self-examination and self-examination.Through the construction of dual system integration and benchmarking,the dual cycle operation is realized,which can not only reduce the workload for the grass-roots level,but also improve the safety management efficiency,reduce the management cost,and promote the improvement of the safety management level.
