中国式现代化进程中教育、科技、人才“三位一体”耦合机制探赜 被引量:1

Exploring the Coupling Mechanism of Education,Science and Technology,and Talents in the Process of Chinese-style Modernization

摘要 党的二十大报告提出“教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑”的新论断,将三者脱域于工作领域与学科范畴,呈现出相互作用、彼此影响以至协同发展的动态关系,即“三位一体”样态。经历分立到耦合演进过程,在中国式现代化的机遇挑战下,耦合机制应运而生。“三位一体”耦合机制体现了中国共产党积极调整对中国式现代化的科学认知,是开辟马克思主义中国化时代化新境界的理论成果。在理论原理层面,教育是前提与基础,奠定耦合坚固度;科技是支撑与动力,增加耦合协调度;人才是主体与目的,保持耦合持续度;创新是耦合点,确保耦合流畅度。面对实践推行的困境,以党的领导为节点进行“互嵌”,以人民满意为旨归“互通”,聚焦主体、主力、队伍保障“互促”,既抓“牛鼻子”基础研究又联动发展“互鉴”,以此推动建设教育强国、科技强国、人才强国。 The 20th National Congress of the Communist Party of China put forward a new proposition,stating that“education,science and technology,and talent are the fundamental and strategic pillars for the comprehensive construction of a socialist modernized country.”This new perspective detaches these three components from specific fields and academic disciplines,revealing a dynamic development relationship of interaction,mutual influence,and synergy,referred to as the“three-in-one”framework.Undergoing a transformation from separation to coupling,within the context of opportunities and challenges presented by Chinese-style of modernization,a coupling mechanism has emerged.The“three-in-one”coupling mechanism reflects the Chinese Communist Party's scientifically adjusted understanding of China's unique path to modernization and represents a theoretical achievement in opening up new frontiers in the era of Marxism with Chinese characteristics.At the theoretical principles level,education serves as the prerequisite and foundation,establishing the robustness of coupling;science and technology provide support and impetus,enhancing the coordination of coupling;talents act as the subject and goal,maintaining the sustainability of coupling;and innovation serves as the coupling point,ensuring smoothness.Faced with practical implementation challenges,the Party's leadership serves as the node for“mutual embedding,”the satisfaction of the people as the guiding principle for“mutual connection,”focusing on the subjects,the main forces,and the team support to“mutually promote.”This approach encompasses both strengthening the foundation research,symbolized by“grabbing the bull's horn,”and fostering interlinked development,symbolized by“mutual learning.”The goal is to promote the construction of a strong nation in education,science and technology,and talent.
