Discussion on the Procurement Informatization Construction for Enhancing the Internal Control Management in University

信息化建设是高校实现采购内控管理的有效手段。剖析了高校采购在预算编制、合同管理、资产管理、从业人员管理能力、信息化建设等环节的现状,结合我校采购信息化建设经验,总结了高校在采购信息化建设中夯实内控管理采取的四大举措:注重调研,做好采购信息化顶层设计;引入采购人信用理念,减少采购流程节点;强化采购风险数据提醒,实施采购动态监管;搭建交流平台,促进采购人业务能力提升,可为其他高校在采购领域的信息化建设提供参考与借鉴。

Informatization construction is an effective way to realize the procurement internal control management in university.By analyzing its procurementstatus from the four aspects of management on budget,contract,assets,management and informatization construction.Summarized the four major suggestions as references for the similar procurement informatization construction in other universities as a way to inhance the internalcontrol management,which based on the author's practical experiences on procurement informatization construction.The four suggestions namely are establishing the top-level design of procurement informatization through by strengthening the survey,properly reducing the procurement process node by introducing the purchaser's credits,implementing procurement dynamic supervision by setting risk reminder,establishing a communication platform in order to improvement of the purchaser's business abilities.
