摘要
集团化办学是一个极具弹性的政策概念,地方教育行政部门用其承载了丰富的改革初衷。以县域探索案例为切入口,呈现地方教育行政部门运用“集团化办学”这一政策工具解决问题的实践智慧。基于京津冀地区的案例研究发现,不同的集团化办学实践,其特点与适用条件不同。在义务教育从县域均衡到市域均衡的动态发展过程中,城乡接合部等城市空间新地带将成为区域协调发展和城乡整体发展的新重点,本案例有较高的借鉴价值。
Education group is a highly flexible policy concept that local educational administrative departments used to carry out various reform initiatives.This study presents Practical Wisdom of local educational administrative departments in solving problems through the use of the policy concept of“education group”based on a county-level exploration case.Based on the case study in the Beijing-Tianjin-Hebei region,it is found that different forms of group-based education have different characteristics and applicable conditions.In the dynamic development process of compulsory education from county-level balance to city-level balance,urban-rural integration areas and other new urban spaces will become new focal points for regional coordinated development and overall urban-rural development.The targeted exploration in the case area has a valuable reference significance.
