数字帝国主义生成逻辑、基本特征与应对方案——基于政治经济学视角的分析

Digital Imperialism Generative Logic, BasicCharacteristics and Countermeasures--Analysis from the Perspective of Political Economy

在数字帝国主义中,跨国数字垄断公司借助数字技术、数字平台、数据传输,结合国家政权在全球范围内攫取不发达国家的剩余价值。资本增殖逻辑下的资本竞争与资本垄断,是数字帝国主义的基本生成逻辑,金融资本与政治权力的加持则是数字霸权形成与扩张的必要条件。数字帝国主义通过控制全球生产过程、企业劳动过程、大众意识形态,以更加隐蔽但又强势的形态将数字弱国、数字劳动乃至数字用户改造成数字网络空间的节点,成为其攫取剩余价值的工具。面对数字霸权,首先要增强自主创新能力,加强关键核心数字技术的创新应用;其次应坚持以人民为中心发展数字经济,抵制数字强国意识形态入侵;最后要积极构建数字贸易合理规则,推动世界数字技术共建共享。

In digital imperialism,transnational digital monopolies use digital technology,digital platforms,data transmission,combined with state power to seize the surplus value of undeveloped countries on a global scale.Capital competition and capital monopoly under the logic of capital multiplication are the basic generative logic of digital imperialism,and the support of financial capital and political power is the necessary condition for the formation and expansion of digital hegemony.By controlling global production processes,corporate labor processes,and mass ideology,digital imperialism transforms digital weak states,digital labor,and even digital users into nodes in digital cyberspace in a more subtle but more intense form,and becomes a tool for them to seize surplus value.In the face of digital hegemony,we should first enhance our capacity for independent innovation and strengthen the innovative application of key and core digital technologies,secondly,adhere to the people-centered development of the digital economy,resist the ideological invasion of digital powers,and finally actively establish reasonable rules for digital trade to promote the joint construction and sharing of digital technologies in the world.
