Research on the Exertion of Effects of Social Organizations in the Context of High-quality Development--A Perspective on Capability Ownership

能力提升和作用发挥是社会组织高质量发展转型亟需回应的现实问题。基于能力专有性的理论框架,通过案例分析问题需求、培育体系和考核机制是如何构筑起社会组织的能力专有性并促进组织作用发挥的。问题需求开启了社会组织能力专有性形成的窗口,良好的培育体系为组织提供了可持续化、专业化的资源保障,前瞻性和渐进式的考核机制促使社会组织能力的形成向不可替代的方向演进。社会组织能够构建与外部主体平等协商的伙伴关系,获取外部有效且持续的资源支持,从而为社会组织参与社会治理创新提供动力和活力。由此,政府需准确定位问题需求,构建科学的契约关系;社会组织需持续提升培育能力,开展专业的组织行动。

The enhancement of capabilities and the exertion of their effects are pressing issues that social organizations in the high-quality development transformation need to address.Drawing on the theoretical framework of capability ownership,this paper conducts case studies to analyze how problem demands,cultivation systems,and assessment mechanisms are constructed to establish the capability ownership of social organizations and promote their effective functioning.The research suggests that problem demands create an opportunity for the formation of capability ownership in social organizations,while a well-established cultivation system provides sustainable and specialized resource support.Furthermore,forethoughtful and progressive assessment mechanisms guide the development of organizational capabilities towards irreplaceability.Consequently,social organizations are able to build partnerships with external stakeholders based on equality and negotiation,enabling them to secure continuous and effective external resource support.These dynamics provide impetus and vitality for social organizations to participate in social governance innovation.In light of this,governments need to accurately identify problem demands and establish scientific contractual relationships,while nonprofit organizations should continuously enhance their cultivation capabilities and engage in professional organizational actions.
