摘要
我国社区建设已进入存量提质改造和增量结构调整并重的城市更新时期,重点关注满足人的需求和可持续运营。国内外的社区公共服务设施运营实践普遍面临主体复杂、空间不足、资金匮乏等问题。基于比较分析视角,分析典型国家的城市和社区更新背景、公共服务设施运营历程,从运营主体、运营空间、运营资金等3个维度总结提炼经验,构建运营前置、贯穿全过程的可持续运营框架,提出多元主体参与运营的协商机制,精细化挖掘、整合、利用空间资源,以及多渠道平衡运营资金等建议。
Community development in China has entered a new period that stresses both quality improvement and structural adjustment,especially sustainable operation based on people's needs.In the process of public service operation,there are some common problems such as complex stakeholders,limited space and funding.With a comparative analysis of urban and community renewal and public service facilities operation in typical countries,experiences from three dimensions:operational stakeholders,operational space,and operational funds,are concluded to construct a sustainable operational framework.It proposes establishing a negotiation mechanism for the participation of multiple stakeholders,exploring and integrating spatial resources,and balancing operational funds through multiple channels.
