山东省生育保险基金可持续发展研究

Research on Sustainable Development of Shandong Maternity Insurance Fund

作为生育政策的配套措施,生育保险基金制度地位重要作用重大。通过数据分析发现,山东省在生育保险基金运行的过程中,重视制度建设的作用,但存在统筹层级低、筹资面窄、结余失调、待遇不充分和基金运行监管不力的问题。实现生育保险基金可持续发展,应提高统筹层级,扩宽基金筹集渠道,动态调整基金结余率,完善行之有效的监管制度。

As a complementary measure to the maternity policy,the maternity insurance fund system plays an important role.Analysis of the data reveals that Shandong Province,in the operation of the maternity insurance fund,attaches importance to the role of system-building,but there are some problems in the low level of overall co-ordination,narrow financing surface,imbalance of surplus fundrates,inadequate treatment and ineffective supervision of fund operation.In order to achieve the sustainable development of maternity insurance fund,the level of overall co-ordination should be raised,the fund-raising channels should be broadened,the surplus fund rate should be dynamically adjusted,and an effective supervision system should be improved.
