江苏省生态环境导向开发(EOD)模式试点现状研究

Research on the pilot status of Ecology-Oriented Development(EOD)model in Jiangsu province

自2020年以来,全国已发布多项关于推动生态环境导向开发(Ecology-Oriented Development,EOD)模式项目的政策,大量EOD项目开始在各省、直辖市落地实施。江苏一直高位推动全省EOD模式试点,出台多项指导EOD项目谋划管理的政策文件,制订多条激励EOD项目建设运营的优惠政策,EOD项目已初具规模。文章梳理了EOD模式政策,调研江苏省EOD项目建设、融资、发展情况,提出EOD模式试点存在的问题,提出相应政策建议。

Since 2020,the country has issued multiple policies to promote Ecology-Oriented Development(EOD)model projects,and a large number of EOD projects have begun to be implemented in various provinces and municipalities directly under the central government.Jiangsu has been promoting the pilot of the EOD model in the province at a high level,issuing multiple policy documents to guide the planning and management of EOD projects,and formulating multiple preferential policies to encourage the construction and operation of EOD projects.EOD projects have begun to take shape.The article summarizes the policies of the ecological EOD model,investigates the construction,financing,and development of EOD projects in Jiangsu province,identifies the problems in the pilot of the EOD model,and proposes corresponding policy recommendations.
