摘要
发展新型研发机构以体制机制改革激发人才活力,将改革作为推进人才发展的“引擎”是推进人事制度改革创新的重大举措,但也存在着不少问题亟待解决。文章以新型研发机构为研究对象,紧扣人事制度创新这一主题,从岗位设置的角度,在扎实开展文献查阅、实地调研、专家访谈的基础上,梳理分析岗位设置对新型研发机构人事制度创新的作用和存在的问题,探讨如何破解难题,推进新型研发机构进行人事制度改革创新。
Developing new research and development institutions to stimulate talent vitality through institutional and mechanism reforms,and using reform as the“engine”to promote talent development is a major measure to promote personnel system reform and innovation,but there are also many problems that need to be solved urgently.The article takes new research and development institutions as the research object,closely focusing on the theme of personnel system innovation.From the perspective of job setting,based on solid literature review,field research,and expert interviews,it sorts out and analyzes the role and existing problems of job setting in personnel system innovation of new research and development institutions,and explores how to solve difficulties and promote personnel system reform and innovation in new research and development institutions.
