国际档案理事会颁布的《档案利用原则》为档案利用工作提供了一个宏观层面的国际基准,而档案馆在提供利用工作中除了需参考其一般性要求,在实践操作层面还要遵循一定的原则或规则。本文通过对提供利用工作中的几个实际案例的分析和处理,结合目前提供利用工作中面临的需求趋势和实际问题,对档案馆在提供利用工作中应坚持的原则予以阐述,提出了操作层面应遵循的基本原则。

The Principles for the Utilization of Archives issued by the International Archives Council provides a macro level international benchmark for the utilization of archives,and archives should not only refer to the general requirements of the Principles in providing utilization Service,but also follow certain principles or rules in practical operation.This article analyzes and processes several practical cases in the provision and utilization work,combined with the current demand trends and practical problems faced in the provision and utilization work,elaborates on the principles that archives should adhere to in the provision and utilization work,and proposes the basic principles that should be followed at the operational level.
