地方高校“双一流”建设经验的困境与对策

Difficulties and Countermeasures of the“Double First-Class Project”Construction Experience in Local Colleges and Universities

“双一流”建设是国家继“985工程”“211工程”后,又一次重大的高等教育发展计划。随着国家“双一流”建设的稳步推进,地方政府、高校相继发力,全面开展“双一流”建设。各“双一流”建设高校坚持科学定位、励精图治,集中精力进行内涵建设,在人才培养、学科建设与科学研究、社会服务与文化传承创新、国际交流与合作、治理体系结构优化与管理创新等方面取得了一批标志性成果。通过对国家、地方政策深入研究,总结目前地方高校在“双一流”建设中所面临的资源差距、人才流失以及产教融合科研转化难等问题。文章以辽宁省属高校沈阳农业大学为例,对近年来学校在“双一流”建设过程中采取的措施和取得成果进行分析挖掘,并从明确建设核心与注重内涵发展、优化学科布局与服务战略需求、坚持立德树人与全方位服务人才培育、创新改革与学科交叉四个角度提出地方高校在“双一流”建设过程中的路径方法。

The“double first-class”construction is another major higher education development plan after the Project 985 and the Project 211.With the steady advancement of the national“double first-class project”construction,local governments and universities have made efforts to launch an all-out“double first-class project”construction.The“double first-class project”construction colleges and universities adhere to scientific positioning,good governance,and focus on connotation construction.They have achieved many landmark achievements in personnel training,discipline construction and scientific research,social service and cultural inheritance and innovation,international exchanges and cooperation,governance system structure optimization and management innovation.Through the in-depth study of national and local policies,this paper summarizes the problems that local colleges and universities face in constructing the“double first-class project”,such as the resource gap,brain drain,and difficulties in integrating production and education in scientific research transformation.Taking Liaoning provincial university Shenyang Agricultural University as an example,this paper analyzes and excavates the measures taken and achievements achieved in the construction process of the“double first-class project”in recent years.It also puts forward the paths and methods of local colleges and universities in the process of the“double first-class project”construction from four perspectives:clarify the construction core and focus on connotation development,optimize discipline layout and service strategic needs,adhere to moral cultivation and all-round service talent cultivation,innovation and reform,and interdisciplinary.
