河南长垣城乡生态水系综合整治措施

Comprehensive Management Measures of Urban and Rural Ecological Water System in Changyuan,Henan Province

为加快推进水生态文明建设,形成集引、提、蓄、调、用、治于一体的水利工程体系,缓解长垣市水资源供需矛盾,提高水资源调控能力和水平,改善县域生态环境和群众生产生活条件,市委、市政府谋划了长垣市城乡生态水系建设项目。研究并分析长垣市城乡生态水系建设项目综合整治与生态景观建设现场管理措施,需明确长垣市城乡生态水系建设项目当前的发展现状,其后根据其实际情况来制定对应的整治方案与管理措施,以此来提升治理针对性与有效性,建设更具发展性的长垣市城乡生态水系生态景观,并需在推进各项整治与建设工作时,参考当地的地形地貌与原有的历史、水文、生态景观建设,在不影响河道原有基础的情况下推进各项建设工作。文章就河道综合整治原则、措施进行了论述与分析。

In order to accelerate the construction of water ecological civilization,form a water conservancy engineering system integrating water diversion,supply,storage,regulation,utilization and governance,alleviate the contradiction between supply and demand of water resources in Changyuan City,improve the ability and level of water resources regulation,and improve the county ecological environment and the production and living conditions of the people,the municipal party committee and municipal government have planned the construction project of urban and rural ecological water system in Changyuan City.This article studies and analyzes the comprehensive management and ecological landscape construction site management measures of the urban and rural ecological water system construction project in Changyuan City.It is necessary to clarify the current development status of the urban and rural ecological water system construction project in Changyuan City,and then formulate corresponding renovation plans and management measures according to its actual situation,so as to improve the pertinence and effectiveness of governance and build a more developmental urban and rural ecological water system ecological landscape in Changyuan City.It is also necessary to refer to the local landform and the original historical,hydrological and ecological landscape construction when promoting various renovation and construction works,and promote various construction works without affecting the original foundation of the river.The article discusses and analyzes the principles and measures of comprehensive river regulation.
