小型农田水利工程建设和管理问题探讨

Discussion on the Construction and Management of Small Farmland Water Conservancy Project

小型农田水利工程是农村生产生活中重要的基础设施,良好的管理是保障发挥其作用的必要条件。文章首先对小型农田水利工程的概念、重要性、作用及意义进行了论述,然后根据其现状,发现有不少地区小型农田水利工程管理中缺乏管理、管理不到位、用水协会难以大范围推广等问题,再运用公共经济学等知识进行分析,得出个别地区或部门管理主体缺乏、权责不明、投入不足等主要问题,最后提出具有针对性的管理对策。

Small farmland water conservancy projects are important infrastructures in rural production and life.Good management is a necessary condition to ensure the effectiveness.First,the concept,importance,function and significance of small-scale farmland water conservancy projects are discussed in this paper.Based on its current situation,it is found that there are many problems in the management of small-scale farmland water conservancy projects in many regions,which include lack of management,inadequate management,and difficulty in promoting water use associations on a large scale.Then,using public economics and other knowledges,the main influencing factors are identified,such as the lack of management subjects in individual regions or departments,unclear rights and responsibilities,and insufficient investment and so on.Finally,targeted improvement suggestions are proposed.
