农村集体经济融资困境及破解思路

Rural Collective Economy Financing:Dilemma and Countermeasures

保障农村集体经济发展的资金投入,是发展壮大新型农村集体经济的必要条件,对全面推进乡村振兴和实现共同富裕具有重要的现实意义。但实践表明,虽然农村集体经济发展存在大量资金需求,且国家推出了一系列面向农村集体经济融资的支持举措,金融在服务农村集体经济过程中的参与度却依然较低。为此,本文基于对金融支持农村集体经济融资的机理分析,结合对湖南省C县的实践考察,试图揭示农村集体经济融资在需求激发、供给响应和供需匹配等各环节上的问题及成因,找到农村集体经济融资效果难达预期的症结所在。研究发现,农村集体经济融资的金融供给环节存在由参与难题和监督难题所导致的供给响应困境,融资需求环节存在由接纳难题和管理难题所导致的需求激发困境,供需匹配环节存在由增信难题和服务难题所导致的供需匹配困境,这三大困境共同阻碍了金融支持农村集体经济融资的作用路径,并最终体现为农村集体经济的融资问题。最后,本文提出了破解农村集体经济融资困境的思路与建议。

Adequate financing for rural collective economy is a necessary condition for its development and growth and has great practical significance for comprehensively promoting rural revitalization and realizing common prosperity.However,practice in recent years has shown that although the state has launched a series of support measures,finance is still weak in serving rural collective economy.Therefore,based on the analysis of the mechanism of rural collective economy financing and the practical investigation of C County,Hunan Province,this study attempts to reveal the causes of financing constraints of rural collective economy financing in demand stimulation,supply response and supply-demand matching.The study finds that rural collective economy financing has supply response problems caused by participation difficulties and supervision difficulties,demand stimulation problems caused by acceptance difficulties and management difficulties,and supply-demand matching problems caused by credit enhancement difficulties and service difficulties.These three problems hinder the path of financial support for rural collective economic financing,and eventually lead to financing constraints of rural collective economy.At the end,this paper puts forward ideas and suggestions to solve the problem of rural collective economy financing.
