摘要
“混编混岗”问题是指组织中出现职责交叉、岗位混乱的现象,给组织运转和员工发展带来负面影响。通过对“混编混岗”问题的定义和影响进行分析,发现组织结构的复杂性、劳动力供需不匹配、人员流动和组织文化等因素是这一问题的主要成因,从政策层面、组织内部和个体层面三个维度提出治理策略。研究对于“混编混岗”问题的解决和组织效能的提升具有重要的理论和实践意义。
The issue of'mixed-position and mixed-duty'pertains to the overlapping responsibilities and disordered positions within an organization,leading to adverse effects on organizational operations and employee development.This study examines the definition and consequences of the'mixed-position and mixed-duty'issue,identifying organizational structure complexity,labor supply-demand mismatch,personnel mobility,and organizational culture as primary causal factors.Governance strategies are delineated across policy,organizational,and individual dimensions.The findings offer substantial theoretical and practical insights for mitigating the'mixed-position and mixed-duty'challenge and bolstering organizational efficacy.
