摘要
城市地下综合管廊工程在前期决策、实施和使用阶段存在一次性静态总投资大、经济效益不显著等难题,这也是制约决策部门投资管廊建设的重要原因之一。文章结合合肥市某道路综合管廊工程实例,基于静态现金流折现模型,计算并分析管线直埋与入廊两种敷设方式在建设、运行、维护等方面的100年成本,深入探究两种敷设工艺的经济效益,得到了该综合管廊工程建设在社会经济效益层面的可行性依据。结果表明,在正常建设运营条件下,若将管线更换和破路恢复、给水管漏损、开挖对交通及道路寿命影响等间接成本统筹考虑在内,综合比较100年计算期内二者的总成本,该路综合管廊全生命周期内成本较管线直埋敷设方法下降约40.5%。
In the process of construction and use of utility tunnel project,there are many problems,such as large onetime static total investment and insignificant economic benefits.Combined with the example of utility tunnel project of a certain Road in Hefei City,based on the discount model of static cash flow,the 100-year costs of construction,calculate and analyze the 100-year cost of construction,operation and maintenance of direct buried pipeline and utility tunnel.By studying the cost-efficiency difference of the whole life cycle between the two,the feasibility basis of utility tunnel construction in the aspect of social and economic benefits was obtained.The results show that under normal construction and operation conditions,the cost of the utility tunnel of this Road decreases about 40.5%in the whole life cycle compared with the the directly buried installation pipeline.
