基于多重数据分析方法的节水考核指标体系研究

摘要 建立水资源刚性约束节水考核指标体系,通过明确可行的考核指标体系来严控用水总量、提高用水效率,对经济社会发展、产业布局和方向以及规模提出约束性的用途管制措施,对于提高水生态系统的质量和稳定性以及水资源集约节约安全利用的能力和水平意义重大。在梳理现行节水相关法律法规和标准规划基础上,筛选出现行常规节水考核指标,在分析其概念、内涵基础上,综合运用层次分析法、专家打分法和聚类分析法,论证现行常用节水指标的节水导向性、科学性和可行性。考虑考核指标体系的完整性,实施的可操作性,以深入实施国家节水行动、建立水资源刚性约束制度为目标,研究提出节水考核指标体系和赋分建议,研究成果可供全国各地节水考核工作参考,为全面建设社会主义现代化国家提供水安全支撑。 The establishment of a rigid constraint water-saving assessment index system for water resources aims to strictly control the total amount of water use,improve water efficiency,propose restrictive use control measures for economic and social development,industrial layout and direction,and scale through a clear and feasible assessment index system,thereby improving the quality and stability of water ecosystems,as well as the ability and level of intensive conservation and safe utilization of water resources,to provide water security support for the comprehensive construction of a socialist modernized country.On the basis of sorting out the current laws,regulations,and standard planning related to water conservation,this article selects conventional water conservation assessment indicators.Based on the analysis of their concepts and connotations,the Analytic Hierarchy Process,expert scoring method,and cluster analysis method are comprehensively used to demonstrate the water conservation orientation,scientificity,and feasibility of the current commonly used water conservation indicators.Considering the completeness and operability of the assessment index system,with the goal of deepening the implementation of national water-saving actions and establishing a rigid constraint system for water resources,research and propose a water-saving assessment index system and scoring suggestions,it also can provide reference for water conservation assessment work across the country.
