节水型流域建设路径探究——以广东省东江流域为例

摘要 为了探索节水型流域建设路径,并将广东省东江流域建设为我国首个节水型流域典范,该文通过分析东江流域水资源开发利用情况、用水节水特征和节水潜力,对比东江流域与钱塘江流域、闽江流域之间水资源节约集约利用情况,提出“1245”节水型流域建设路径。结果显示:①东江流域存在农业和生活用水水平较低、地区节水水平不均衡等问题,流域农业、工业和服务业均存在较大节水潜力;②流域内河源市和惠州市需继续推进节水型城市和县域节水型社会建设,流域内各地市需持续强化农业、火电行业等重点节水举措。通过分析东江流域节水型社会建设情况并探究“1245”节水型流域建设路径,能有效为节水型流域建设提供借鉴。 To explore the path of water-saving basin construction and build the Dongjiang River Basin as the first exemplary water-saving basin in China,this paper analyzes the water resource utilization,water-saving characteristics,and water-saving potential of the Dongjiang River Basin,as well as comparing the intensive and economical use of water resources between the Dongjiang River Basin and other basins such as the Qiantang River Basin and the Min River Basin,then the“1245”water-saving basin construction path is proposed.The results show:①The Dongjiang River Basin faces issues such as low levels of agricultural and domestic water use and uneven water-saving levels across the region,with significant water-saving potential in agriculture,industry,and the service sector;②Heyuan City and Huizhou City need to continue to promote the construction of water-saving cities and county-level water-saving societies,and all cities in the basin should continuously strengthen key water-saving measures in agriculture,thermal power,and other industries.By analyzing the construction of a water-saving society in the Dongjiang River Basin and exploring the“1245”water-saving basin construction path,effective references can be provided for the construction of water-saving basins.
