教育质量保障机构建设的国内外经验——兼论资历框架背景下质量保障机构的发展愿景

摘要 在推进教育强国战略背景下,高质量发展成为教育领域的一项重要任务。资历框架、质量保障等教育政策的价值与意义开始凸显。本文通过梳理国内外教育质量保障机构的经验、基础和问题,结合资历框架的基本概念、功能,厘清资历框架与质量保障的关系,并提出资历框架背景下质量保障机构的发展愿景。根据研究结果,以往质量保障机构为资历框架背景下的质量保障机构建设提供了宝贵的经验和基础。将资历框架融入现有质量保障机构中,有望优化并完善现行的质量保障体系。 In the context of advancing the nation's education strengthening strategy,the attainment of high-quality development has become a pivotal objective within the education sector.The significance and relevance of educational policies,specifically qualifications frameworks and quality assurance,have become increasingly apparent.This paper systematically examines the experiences,foundations,and challenges of both domestic and international educational quality assurance institutions.Moreover,it clarifies the correlation between qualifications frameworks and quality assurance by integrating fundamental concepts and functions.Additionally,the paper puts forth a developmental vision for quality assurance institutions within the qualifications framework.Drawing from research findings,past quality assurance institutions provide valuable insights and foundations for the construction of quality assurance institutions within the qualifications framework.
