Cause analysis and solution of EPC general contracting project budget exceeding budgetary estimate

近几年,EPC工程总承包模式得到一定的推广,但是也暴露了一些存在问题,如EPC模式的优势没有充分发挥、建设成本没有有效控制等。为了有效避免EPC工程总承包项目常见的预算超概算问题,本文结合评审实际案例,从发包人和承包人角度进行原因分析,并提出重视前期工作、遵守基建程序、转变传统观念、落实限额设计、加强全过程管理等相应解决思路。

In recent years,the EPC engineering general contracting model has been promoted to a certain extent,but it has also exposed some existing problems,such as the advantages of the EPC model not being fully utilized,and the construction cost not being effectively controlled.In order to effectively avoid the common problem of budget overruns in EPC engineering general contracting projects,this article combines the review of actual cases,analyzes the reasons from the perspectives of both the employer and the contractor,and proposes corresponding solutions such as emphasizing preliminary work,complying with infrastructure procedures,transforming traditional concepts,implementing limit design,and strengthening whole process management.
