摘要
研究阐述了国家资历框架的发展历史、内涵和理论基础,并以德国、欧盟资历框架为研究对象,分析了框架建设背景,发展完善过程,详细介绍了有关资历框架在等级分布、资格和学历对应、描述符规范、资格修订、资格的分配、国家资历框架与区域资历框架的对接,以及资格质量保障措施等方面的做法和经验。通过分析两个资历框架的相同点和差异点,结合我国国情,从构建框架内容、发挥治理职能、完善质量保障机制三个方面出发,为构建符合中国特色国家资历框架提供了政策建议。
The study describes on the development history, connotation, and theoretical basis of the national qualification framework, and takes Germany and the European Union qualification frameworks as research objects to analyze the background of framework construction and the process of development and improvement. It provides a detailed introduction to the practices and experiences of qualification frameworks in terms of level distribution, qualification and educational correspondence, descriptor specifications,qualification revision, qualification allocation, the connection between the national qualification framework and the qualification framework, as well as qualification quality assurance measures. By analyzing the similarities and differences between two qualification frameworks, policy recommendations are provided for building a qualification framework with Chinese characteristics from three aspects: constructing framework content based on China's national conditions, strengthening top-level design to fully leverage governance functions, and improving quality assurance mechanisms.
