京津冀产业协同政策的量化评估——基于政策协同的分析框架

The Quantitative Evaluation of the Beijing-Tianjin-Hebei Industrial Coordination Policy:Based on the Analysis Framework of Policy Coordination

摘要 产业协同发展是推动京津冀高质量发展的关键支撑,其强政府、多元化、跨界性等特征决定了政策在其中扮演着重要角色。以此为研究对象,从政策协同的视角出发,构建两维度四要素的政策分析框架,结合自然语言处理技术与文本分析方法量化京津冀产业协同政策,识别三地政策关注的焦点,测度政策间的协同情况。结果表明:京津冀产业协同政策呈现分梯度、圈层化的特征;政策制定围绕三地优势产业具有“以优见长”的特点;北京产业协同政策体系以“配套联动式”模式为主、天津以“行动计划引领式”模式为主、河北以“细化落实式”模式为主。产业协同政策面临全产业链和全产业布局政策联动效应薄弱问题;跨政府主体协同核心半边缘模式加剧资源配置失衡问题;政策目标与政策实施衔接不畅、可持续协同动力不足问题。未来应从实现跨区域产业协同的政策联动、优化政策制定程序、促进全产业链的深度整合与优化、提升政府治理的规范化和制度化水平等方面进行优化。 Industrial synergy development is the key practical carrier of Beijing-Tianjin-Hebei synergy,which has the characteristics of strong government,diversification and cross-border.Policy support and guidance can help solve the dilemma of industrial cooperation and promote the high-quality development of Beijing-Tianjin-Hebei industrial synergy.The coordinated development of Beijing-Tianjin-Hebei industry goes beyond the scope of responsibility of a single government and a single department,and is faced with multiple regions,multiple industries and multiple markets.It is necessary to strengthen policy coordination,unify policy objectives,and coordinate various policy elements to give full play to the synergy effect of policies,so as to avoid the policy depression and cooperation shortcomings in cooperative governance.The premise of strengthening policy coordination is to clarify the status quo and problems of industrial coordination policy,and it is necessary to conduct quantitative evaluation of the policy to identify the characteristics and effectiveness of the Beijing-Tianjin-Hebei industrial coordination policy.Based on the perspective of policy collaboration,this paper uses the quantitative analysis method of policy text,combined with LDA subject model and text content analysis to conduct quantitative evaluation.First,the paper identifies the potential semantics of the Beijing-Tianjin-Hebei industrial synergy policy text,extracts the policy theme of industrial synergy,sorts out the evolution and development characteristics of industrial synergy in different fields in the three places under the course of collaborative development,and captures the focus of policy implementation.Secondly,two vertical and horizontal dimensions are introduced,four elements of policy objectives,policy measures,policy subjects and policy tools are selected,a systematic and comprehensive policy coordination analysis framework is constructed,the distribution characteristics of policy elements are structurally investigated,and the policy coordination relationship between the central and local governments and between the Beijing-Tianjin-Hebei industrial coordination is investigated,and the synergy of relevant policies is evaluated.Finally,from the three aspects of policy coordination,policy formulation and policy system,it summarizes the basic characteristics and policy models of industrial coordination policy texts in different regions of Beijing-Tianjin-Hebei,reveals the existing problems reflected in the policy texts,and puts forward a series of promotion strategies to optimize the industrial coordination development of Beijing-Tianjin-Hebei.Beijing-tianjin-hebei industrial coordination policy presents the characteristics of graded and circular policy coordination.The policy coordination between the central government and the local government is graded,and the local policies for specific industrial coordination can be implemented more effectively under the central policy framework.The horizontal policy coordination between the governments of Beijing-Tianjin-Hebei is divided into layers,and thegovernment departments form a relatively stable circle cooperation relationship,but the cross-government cooperation shows unbalanced characteristics.The Beijing-Tianjin-Hebei region has formed a"self-oriented"Beijing-Tianjin-Hebei integrated industrial chain construction model,and the industrial synergy policy guidance and industrial synergy market practice have formed a good interaction.The industrial coordination policy system of the three places in Beijing-Tianjin-Hebei presents multiple models,with Beijing based on the"supporting linkage"model,Tianjin based on the"action plan leading"model,and Hebei based on the"detailed implementation"model.The policy linkage effect of Beijing-Tianjin-Hebei industrial coordination policy is weak in terms of the whole industrial chain and the layout of the whole industry,and the inter-governmental coordination of industrial coordination policy presents a"core-semi-marginal"mode,which aggravates the imbalance of resource allocation between Beijing-Tianjin-Hebei,and there is a blocking point in the connection between industrial coordination policy objectives and policy implementation.In the future,we should pay attention to opening up the key blocking points that hinder the industrial coordination within the region and realize the policy linkage of cross-regional industrial coordination.Optimize the policy formulation process and promote the formation of a multi-level and multi-dimensional policy coordination framework;Aiming at the regional key industrial chain layout,promote the deep integration and optimization of the whole industrial chain;Take the combination of"two hands"as the basic point,improve the standardization and institutionalization level of government governance,and improve the supporting policies for regional industrial coordination.
