摘要
从人力资源、创新平台、研发能力、创新环境和创新成果五个方面建立新质生产力发展潜力评价指标体系,对我国不同地区新质生产力发展潜力进行总体及分维测度与评价,并分析驱动因素。研究得出:我国新质生产力发展潜力整体及分维水平不高,且区域差距较大,尤其创新平台、研发能力及创新成果维度差距较大,较高水平地区主要分布在北京、广东以及长三角三省一市,呈“东高西低、南高北低”特征;整体与分维层级特征明显,除创新环境维度外,其余维度的第五层级分布在胡焕庸线以西区域,且人力资源、创新平台空间集聚特征明显,新质生产力发展潜力、研发能力、创新环境和创新成果空间关联性较弱。人力资源、高技术产业水平、数字信息基础设施是新质生产力发展潜力的主要驱动因素。
This paper establishes an evaluation index system for the development potential of new quality productivity from five aspects:human resources,innovation platform,R&D capacity,innovation environment and innovation achievements,and measures and evaluates the overall and fractal dimensions of the development potential of new quality productivity in different regions of China,and analyzes the driving factors.It is concluded that the overall and fractal dimensions of the development potential of China's new quality productivity are not high,and the regional gap is large.In particular,there is a large gap in the dimensions of innovation platform,R&D capability and innovation achievements.The higher-level areas are mainly distributed in Beijing,Guangdong and the Yangtze River Delta,which are high in the east and low in the west,high in the south and low in the north.The overall and fractal dimensional hierarchical characteristics are obvious.Except for the dimension of innovation environment,the fifth levels of the other dimensions is west of Hu Huanyong's line,and the spatial agglomeration characteristics of human resources and innovation platforms are obvious.The spatial correlation between the development potential of new productive forces,R&D capabilities,innovation environment and innovation achiev-ements is weak.Human resources,the level of high-tech industries,and digital information infrastructure are the main driving factors for the development potential of new quality productivity.
