我国省际科技金融效率测度及影响因素分析——基于30个省份面板模型实证分析

摘要 通过运用DEA模型测算1998—2017年我国30个省(自治区、直辖市)科技金融效率,并建立Tobit模型对我国科技金融效率进行影响因素分析。实证表明:我国科技金融整体水平较低,地区差异大,只有少数省份的科技金融效率达到较高水准;金融市场、科技创新程度、高技术产业市场规模均与科技金融有显著正相关关系,企业研发经费与科技金融效率有显著负相关关系。提高科技金融投入产出效率的相关建议包括加大科技创新力度、加大金融市场对科技金融效率的支持力度、扩大高技术产业规模效益、合理规划政府财政支出。 DEA model is used to measure the efficiency of science and technology finance in 30 provinces(regions,cities and autonomous regions)in China from 1998 to 2017,and Tobit model is established to analyze the influencing factors of science and technology financial efficiency.The empirical results show that:the overall level of science and technology finance in China is low,and the regional difference is large,and only a few provinces achieve a high level of science and technology finance efficiency;the financial market,the degree of scientific and technological innovation,and the scale of high-tech industry capital have significant positive correlation with science and technology finance,and the enterprise R&D cost has a significant negative correlation with the efficiency of science and technology finance.In conclusion,in order to improve the investment in science and technology finance,we should pay more attention to the development of science and technology finance.The paper puts forward some suggestions on the output efficiency:to strengthen the scientific and technological innovation;to increase the financial market support for the efficiency of science and technology finance;to expand the scale efficiency of high-tech industries;to reasonably plan the government financial expenditure.
