新时代,志愿服务组织的高质量发展成为必然趋势。志愿服务组织作为社会公益事业的重要力量,承担着推动社会文明进步、增进民生福祉的重要使命。新时代对志愿服务组织的创新化、规范化、专业化、多元化、广泛化等方面提出了高质量的发展要求。回应新时代的发展要求,我国志愿服务组织在组织能力建设、服务模式创新、群众参与质量以及社会资源协调等方面取得了显著成绩,但志愿服务组织的发展仍面临许多现实障碍,如服务理念普及不足、服务有待拓展领域和深化内涵、组织形式仍需优化、运行机制亟待完善、服务成效有待提高、外部环境面临挑战等问题。为了更好地创新服务形式,实现志愿服务组织的高质量发展,需要在发展路径选择上进行积极探索,主要包括:加强党建引领,树立正确理念;坚持科学引导,提升管理水平;引入社工参与,创新服务模式;嵌入社会治理,拓展服务领域;规范人员培训,提高服务成效;依托政策支持,优化外部环境等。这就需要社会各界共同努力,形成多元支持的共建局面,从而更有力、更高效地推动新时代志愿服务组织的高质量发展。

In the new era,the high-quality development of volunteer service organizations has become an inevitable trend.Volunteer service organizations,as an important force in social public welfare,bear the important mission of promoting social civilization progress and enhancing people's well-being.The new era has put forward high-quality requirements for the development of innovative,standardized,professional,diversified,and extensive volunteer service organizations.In response to the requirements of the new era,China’s volunteer service organizations have made significant achievements in organizational capacity building,service model innovation,mass participation quality,and social resource coordination.However,the development of volunteer service organizations still faces many practical obstacles,such as insufficient popularization of service concepts,the need to expand and deepen the scope of services,the need to optimize organizational forms,the need to improve operational mechanisms,and the need to improve service effectiveness.The external environment is facing challenges and other issues.In order to better innovate service forms and achieve high-quality development of volunteer service organizations,it is necessary to actively explore the selection of development paths,mainly as follows:strengthening party building guidance and establishing correct concepts;adhering to scientific guidance and improving management level;introducing social worker participation and innovating service models;embedding social governance and expanding service areas;standardizing personnel training to improve service effectiveness;relying on policy support and optimizing the external environment,etc.This requires the joint efforts of all sectors of society to form a diverse and supportive co-construction situation,and to more effectively promote the high-quality development of volunteer service organizations in the new era.
