摘要
城市规划管理技术规定对城市管控和规划建设起着不可替代的作用。文章通过梳理、对比湖北省的城市规划管理技术规定,发现其存在省域覆盖率不高、法律层级多样、内容各有取舍、实施细节的推行逻辑不清或差异化明显、弹性不足等现象。基于此,研究进行了区域性通用规定、以规范性文件为主进行迭代、优化内容体系、增加弹性等方面的思考,以此为城市工作提供参考。
The technical regulations of urban planning and management play an irreplaceable role in urban control and planning and construction.By combing and comparing the technical regulations of urban planning and management in Hubei province,finds that there are some problems,such as low coverage rate of provinces,various legal levels,different contents,unclear logic or obvious differentiation of implementation details,and insufficient flexibility.Based on this,the research focuses on regional general regulations,iterative normative documents,optimizing the content system,increasing flexibility and other aspects,so as to provide reference for urban work.
