十八大以来派驻监督取得成效、存在问题及对策建议

The Achievements,Existing Problems,and Proposed Solutions of Dispatched Supervision since the 18th National Congress of the Communist Party of China

党的十八大以来,通过全面实施派驻机构改革,派驻监督在体制机制、制度建设、人员管理等方面取得了许多重大成效,派驻机构履职能力有了明显提升,监督效果不断显现。派驻监督虽然在塑“形”上有了很大提高,但在塑“神”上还有一定差距,在制度建设、人员管理、“三转”、监督效果等方面还存在一些问题。新时期加强派驻机构建设工作,应在继续深化派驻机构改革、强化派驻机构领导指导、加强人员队伍建设、充分发挥派驻纪检组组长作用、改进派驻机构考核评价方式、强化“一把手”和领导班子监督、创新派驻监督方法等方面下功夫。

Since the 18th National Congress of the Communist Party of China,through the comprehensive implementation of the reform of dispatched institutions,dispatched supervisors have achieved many significant results in institutional mechanisms,institutional construction,personnel management,and other aspects.The ability of dispatched institutions to perform their duties has been significantly improved,and the effectiveness of supervision has been continuously demonstrated.Although there has been significant improvement in shaping the"appearance"of dispatched supervisors,there is still a certain gap in shaping the"spirit",and there are still some problems in system construction,personnel management,"three transformations"and supervision effectiveness.In the new era,efforts should be made to strengthen the construction of dispatched institutions,including continuing to deepen the reform of dispatched institutions,strengthening the guidance of dispatched institution leaders,strengthening the construction of personnel teams,fully leveraging the role of dispatched disciplinary inspection team leaders,improving the assessment and evaluation methods of dispatched institutions,strengthening the supervision of"chief leaders"and leadership teams,and innovating dispatched supervision methods.
