创新链产业链资金链人才链深度融合:理论探析、国外实践与政策启示

Deep Integration of the Innovation, Industrial,Capital, and Talent Chains: Theoretical Analysis,Foreign Practices, and Policy Implications

推动创新链产业链资金链人才链(以下简称“四链”)融合是抢抓新一轮科技革命和产业变革机遇、抢占未来产业竞争制高点的战略选择,也是中国加快实现高水平科技自立自强、构建新发展格局的现实需求。本文在深入探讨“四链”融合相关理论的基础上,对“四链”融合的基本特征及内在逻辑关系进行了研究分析,并剖析总结了世界主要发达国家和有关国际组织在重点领域推动“四链”融合的主要做法,结合科技创新发展新形势、当前科技改革新要求及国外案例启示,从强化统筹协调和制度保障、完善关键领域布局、促进企业主导的产学研结合、打造高能级链条、促进高水平的开放创新合作等方面提出了推动“四链”深度融合的有关政策举措建议。

Promoting the integration of the innovation,industrial,capital,and talent chains(referred to as the“four chains”)is a strategic choice to seize the opportunities of a new round of scientific and technological revolution and industrial transformation,and to ocuppy the commanding heights of future industrial competition,and it is also the practical demand for China to accelerate the realization of sci-tech self-reliance and self-strengthening at higher levels and to foster a new development paradigm.On the basis of in-depth discussion of the relevant theories of“four chains”integration,this paper conducts research and analysis on the basic characteristics and internal logical relationships of“four chains”integration,and analyzes and summarizes the main experiences and practices of major Western developed countries and relevant international organizations on promoting“four chains”integration in key areas of scientific and technological innovation.Combining the new situation of scientific and technological innovation development,new requirements of current scientific and technological reform,and inspiration from foreign related practical cases,this paper proposes the following suggestions for advancing the deep integration of“four chains”:strengthening overall coordination and institutional guarantee;improving the layout of key fields;promoting the innovation collaboration of industry-university-research institution led by enterprises;creating high-energy chains;and promoting high-level open innovation cooperation.
