区域信息化发展水平融合评价体系模型研究

摘要 信息化发展水平评价是准确掌握信息化发展现状和存在问题的重要途径,是有针对性地制定相关政策、赋能经济和社会高质量发展的重要依据.在数字中国建设大背景下,结合信息化发展形势,构建了省市级别信息化发展水平三级评价指标体系,介绍了采用层次分析法计算各指标权重的详细过程,给出了分类指数和发展指数合成的定量分析方法,以及综合模糊评判的定性分析模型与算法,提出了定量计算和定性分析相融合的评价模型,并以河北省2021年度信息化发展水平评价为实例对融合评价体系进行了验证.研究结果表明,该体系模型能够全面真实地反映当地信息化建设成效,对信息化建设从注重“量”向注重“质”的转变具有显著促进作用. Informatization development level evaluation is an important way to accurately grasp the current situation and existing problems of informatization development.It is an important basis for formulating relevant policies and enabling high-quality economic and social development.Under the background of the construction of digital China,combined with the development of informatization,this paper constructs a three-level index system of Provincial-Municipal level information development evaluation,introduces the detailed index weight calculating process based on analytic hierarchy process(AHP),gives the quantitative analysis method of the synthesis of classification index and development index,as well as the qualitative analysis model and algorithm of comprehensive fuzzy evaluation,and puts forward the evaluation model of the integration of quantitative calculation and qualitative analysis,taking the evaluation of informatization development level in Hebei Province in 2021as an example,the fusion evaluation system is verified.The results show that the system model can comprehensively and truly reflect the effectiveness of local information construction,and can significantly promote the transformation of information construction from paying attention to“quantity”to“quality”.
