成渝地区双城经济圈两翼协同发展的“民族环线”之治

成渝地区双城经济圈“两翼协同”发展战略除了涉及双城经济圈北翼和南翼之外,还包括“辐射带动川渝两省市全域发展”这层涵义。那么,“辐射带动川渝两省市全域发展”宜采取何种治理方略呢?着眼于“民族环线”的实际状况,成渝地区双城经济圈建设应充分发挥“第四增长极”的战略价值,用活“两翼协同”原则,从三个方面在成渝经济圈周边欠发达地区推动新空间的形成:以生态文旅产业发展为导向,再造生产—生活—生态“三生共建”的新空间;以铸牢中华民族共同体意识为主线,再造交往—交流—交融“三交互嵌”的新空间;以促进民族地区共同富裕为目标,再造赋能—共生—协同“内生共进”的新空间。三重新空间叠加铸就“两翼协同”特色发展新空间,形塑起“民族环线”新形态,推动成渝经济圈与周边欠发达地区共同发展,达到共同富裕。

The“two wings coordination”development strategy of Chengdu-Chongqing economic circle not only involves the north wing and the south wing development of the economic circle,but also includes the meaning of“radiating to drive the overall development of Sichuan province and Chongqing city”.What kind of governance strategy should be adopted to“radiate to drive the overall development of Sichuan province and Chongqing city”?Focusing on the actual situation of the“ethnic loop line”,we should give full play to the strategic value of the“fourth growth pole”in the construction of Chengdu-Chongqing economic circle,and flexibly use the principle of“the two wings coordination”to promote the formation of new space in the less developed areas around Chengdu-Chongqing economic circle from the three aspects.Firstly,guided by the development of the ecological cultural and tourism industry,we should recreate the new space for the co-construction of“production-life-ecology”.Secondly,we should recreate the new interactive and embedding space of interaction-communication-blending through the main line of building a strong sense of community of the Chinese nation.Finally,having the goal of promoting the common prosperity of ethnic areas,we should recreate the new space for the endogenetic shared progress of empowerment-symbiosis-synergy.The superposition of triple new space creates a new space for the characteristic development of“two wings coordination”and shapes a new form of“ethnic ring road”,promoting the coordinated development of Chengdu-Chongqing economic circle and the underdeveloped areas around it to achieve common prosperity.
