Study on Comprehensive Governance and Countermeasures of Illegal Transportation of Passengers by Town-Owned Vessels

以宁德三都澳海事处辖区乡镇船舶综合治理为例,对乡镇船舶非法载客的现状和存在的问题进行分析,对背后的法律依据和海事职责开展探讨,并在此基础上从沟通、打击、宣传等方面提出了管理对策和建议。

Taking the comprehensive management of township vessels in the jurisdiction of Ningde Sandu'Ao Maritime Safety Administration as an example,this paper analyzes the current situation and existing problems of the illegal carriage of passengers by township vessels.It also probes into the legal basis and responsibilities of the maritime administration related to this issue,and,based on the above,proposes management strategies and recommendations in the aspects of communication,crackdown,publicity,etc.
