After the new Maritime Safety Law took effect,the number of administrative penalties implemented by maritime administrations involving temporary seizure of certificates has increased significantly.This article analyzes the practical issues encountered by maritime administrations during the implementation of such penalties and proposes countermeasures and suggestions.
