社区治理中居民参与路径探析

社区是居民生活的空间,也是直接表达利益需求、参与社会治理的平台。居民参与既是提升社区治理成效的介入途径,同时也是其目标。当前,在社区行政管理体制运行框架下,社区层面的居民需求与利益难以得到满足。居民对社区认同感不强使其治理参与感下降,参与动机与意愿丧失。为促进社区治理中居民的有效参与,应增强居民与社区的情感联系,加强制度建设,拓展居民参与社区治理的渠道,强化居民参与社区治理的动力,助力基层治理有序发展。

Community is not only a living space for residents,but also a platform to directly express their interest needs and participate in social governance.Residents’participation is not only an intervention way to improve the effectiveness of community governance,but also its goal.At present,it is difficult to satisfy the needs and interests of residents at the community level under the framework of community administrative management system.Residents’lack in the sense of community identity decreases their sense of participation,and their motivation and willingness to participate are lost.In order to promote the effective participation of residents in community governance,it is necessary to enhance the emotional connection of residents to the community,strengthen the construction of the system,expand the channels of community participation of residents,strengthen the motivation of residents to participate in community governance,in order to achieve the orderly development of grassroots governance.
